General: Performs supervisory, administrative, and skilled tasks related to planning, directing, and coordinating the construction and maintenance of county roads, bridges, culverts and flood channels. <br>
Duties: The Manager directs, supervises and manages the activities of the Maintenance Department which includes the inspection, pavement management and general maintenance of the county’s roads.<br>
The Manager is responsible for the supervision over subordinates, prepares/manages departmental budget, oversees/reviews the work of subordinates to insure conformance with established goals, policies and procedures.<br>
The Manager will be expected to establish and implement a pavement management program that will protect the county’s roadway infrastructure investment.  <br>
Considerable experience in construction and with the operation of heavy equipment, demonstrating increasing responsibility in those positions is required; should hold a Commercial Driver's License. Must have considerable understanding of the methods, tools, and equipment used in street construction and maintenance. Working knowledge of Microsoft Outlook, Word and Excel is preferred.<br>
Work involves responsibility for assigning, supervising, and inspecting the work of variety of crews engaged in the performance of tasks related to the construction and maintenance of streets, alleys, bridges, and culverts. <br>
Coordinates department projects with U.S. Forest Services, Bureau of Land Management, UDOT, Army Corp of Engineers, and other agencies as is necessary to expedite completion of the same. <br>
<br>
Oversees department employees; assigns personnel and equipment to maintain scheduled operations; trains personnel in the operation of equipment and in methods and approaches to assigned tasks; establishes priorities for equipment repair and purchase. <br>
Inspects work in progress to insure that workmanship conforms to specifications and that construction and maintenance schedules are adhered to; maintains daily records of all work performed, hours worked by individual employees and submits time records for department payroll; maintains vacation and sick leave records. <br>
Prepares department budget and recommends equipment purchases to County Council; upon approval administers department budget and requisitions supplies and materials; submits bills to auditor for payment. <br>
Operates equipment when needed to assist in the daily tasks of construction and maintenance of county roads and bridges. <br>
Responds to public complaints and inquires, investigates, determines necessary repairs and estimates completion dates. <br>
Respond as needed to on-call demands of the public and emergency needs.<br>
Minimum Qualifications:  Minimum of six years experience or equivalent of education and experience.  Valid Utah CDL, County experience desired. Applicants must be a minimum of 18 years of age, have a high school degree, pass a background check and drug screen.  <br>

Assists the PM to ensure conformance to work standards and interpret organizational policies, purposes and goals for subordinates. Maintain exceptional customer relations. <br>

RESPONSIBILITIES: <br>

Using skills developed through education, training, and experience, under self direction: <br>

Serve as a technical expert in NEPA compliance, familiar with all phases of NEPA analysis; using pertinent laws, regulations, policies and precedents governing NEPA compliance for small to large transportation projects; <br>
Serve as technical expert in one or more resource areas; <br>
Provide consultation, technical advice, and support to District staff on environmental process and regulation; <br>
Act as liaison with District staff to streamline environmental approval process; <br>
Review environmental documents for completeness, technical accuracy, and compliance with federal requirements; <br>
Coordinate with district and/or other departments on environmental issues of statewide concern; <br>
Coordinate with Federal Highway Administration, US Army Corp of Engineers, US Fish and Wildlife and other federal and state agencies to streamline environmental process and secure environmental clearances and permits for Federal-Aid transportation projects; <br>
Represent section and department on interagency and interdisciplinary teams; <br>

MINIMUM QUALIFICATIONS <br>
