The Idaho Transportation Department is currently recruiting for a Senior Environmental Planner. This position supports a broad range of environmental studies for highway project development throughout Idaho. This position requires a team player with ability to work with engineers and environmental specialists (interdisciplinary teams).
Ideal candidates will have a BS or MS in the environmental sciences or closely related field, 5 or more years of experience in NEPA Studies and/or Compliance and/or 5 or more years of experience with water resources, endangered species, noise, air quality or other environmental discipline areas.
RESPONSIBILITIES:
Using skills developed through education, training, and experience, under self direction:
Serve as a technical expert in NEPA compliance, familiar with all phases of NEPA analysis; using pertinent laws, regulations, policies and precedents governing NEPA compliance for small to large transportation projects;
Serve as technical expert in one or more resource areas;
Provide consultation, technical advice, and support to District staff on environmental process and regulation;
Act as liaison with District staff to streamline environmental approval process;
Review environmental documents for completeness, technical accuracy, and compliance with federal requirements;
Coordinate with district and/or other departments on environmental issues of statewide concern;
Coordinate with Federal Highway Administration, US Army Corp of Engineers, US Fish and Wildlife and other federal and state agencies to streamline environmental process and secure environmental clearances and permits for Federal-Aid transportation projects;
Represent section and department on interagency and interdisciplinary teams;
Develop and negotiate interagency agreements;
Assist management in the development of environmental directives, programs, policies, guidance and procedures regarding water quality, wetlands, noise, endangered species and other relevant environmental areas;
Review, interpret and recommend comments on proposed rulemaking;
Recommend and implement process improvement; prioritize and manage project workload, track project status and meet performance measures;
Use various computer programs as needed for reporting or modeling.
Conduct monitoring of projects for environmental compliance during pre- and post-construction phases.
MINIMUM QUALIFICATIONS
Considerable knowledge of: environmental concepts and principles; environmental planning methods and impacts associated with transportation project location, design, and construction; methods involved in collecting, analyzing, and organizing data.
Some knowledge of: engineering concepts relating to environmental planning.
Experience: making public presentations of technical study findings; developing plans for mitigation measures.
Desirable Qualifications:
A Bachelors degree in environmental science or related field PLUS 5 years related work experience, or an equivalent combination or education and work experience, experience working with environmental documents, policies and regulations
